Is there Canada ATM where I can withdraw USD directly?

I have tried some ATMs in Vancouver, but whenever I want to withdraw USD, the ATM will convert USD to CAD based on ATM's exchange rate, which is not very competitive, and then charge CAD on my debit card. Is there ATM that can skip the process of converting USD to CAD and thus charge me USD directly?
(My card is Chinese Union Pay card, but I think it doesn't matter. Visa or Mastervard debit card issued in US may also have same problem in Canada)

Nope.

You can withdraw US currency, but as you say, it is just converting CAD > USD and you'll be paying two conversions.

Try TD if they have a USD ATM in Vancouver.

I have used TD's USD ATMs in Toronto to withdraw USD directly from US banking accounts without having to convert back and forth. I have also tried my HSBC Hong Kong debit card and it did not appear to force conversion to USD though YMMV (I did not complete the transaction).

Since OP is in Vancouver, drive South across the border? It should be a quick one.

Most of you are missing the OPs point - the issue is not about an ATM that will dispense US currency but an ATM that will withdraw directly in USD from the account avoiding a double-conversion FX cost.

This cannot be done anywhere I know of in Canada using a Debit card such as the OP holds.

Only way to totally avoid FX fees and directly withdraw from the source account in USD is in cases (like CIBC for example) where the withdrawal is using a CIBC (Canada) debit card to access a CIBC USD account.

Would some foreign exchange stores work in this.case? Not an ATM but direct.debit to cash? There is the markup, but at least it's one time and some are competitive rates like VBCE?

Or if it is a Union Pay ATM card, does your home bank have a branch in Vancouver where you can access the funds through the teller and doing so wlll give you access at a better rate?

Double check with CIBC.
If I remember correctly, at CIBC branch, sometimes you see 2 ATMs. One will have a USA flag sticker on it.
I know I have either deposited or withdrew usd from the machine.
I have a CIBC Canada usd account, as well as a CIBC USA usd account, which I can access via CIBC ATM and online.

I have never done it but can you transfer usd from CIBC USA usd account to CIBC Canada usd account? Then just use atm to take usd from CIBC Canada usd account without forex?

I have only done it 2-3 times and not on a regularly basis. I know I have never paid cibc forex.
I usually transfer $usd from my CIBC Canada usd account to my CIBC USA usd account and there has never been an issue.
I know I have either deposited or withdrew usd from a CIBC atm before. Again I only did it maybe twice a few months ago and don't remember the details.

We could do that.
However, the question from this thread is can we withdraw USD from Canada USD ATM using foreign debit card without having to convert first to CAD then USD. So far, the answer is no.

For Canada USD ATM, we can only withdraw USD without FX conversion from Canada USD bank account.

OP probably doesn't have the visa. but also OP should just accept the fees there's no other option
